WhatsApp Business Messages Paid From October 1: India Prices 2026
WhatsApp Business Platform messages become chargeable in India from October 1, 2026. Check new prices, 1,000 free service messages, GST and what businesses need to know.
Businesses using the WhatsApp Business Platform in India are entering a new pricing phase from October 1, 2026.
Meta is ending the previous free treatment for certain service and utility messages sent during an active 24-hour customer-service window. At the same time, businesses will receive a new allowance of 1,000 free service messages per month for each business phone number.
The change is important for companies that use WhatsApp extensively for customer support, order confirmations, delivery updates, admissions, notifications and other business communication.
Importantly, regular WhatsApp users are not affected, and the change does not apply to businesses simply using the standalone WhatsApp Business app in the same way. The pricing change concerns businesses using the WhatsApp Business Platform/API.
What Is Changing on October 1?
Until September 30, businesses could send certain service replies and utility messages without Meta messaging charges when a customer-service conversation was open.
That changes today.
From October 1, utility messages sent within the 24-hour customer-service window become chargeable. This includes messages such as order confirmations, delivery updates and similar transactional communications.
Service messages are also entering the paid system, but Meta has introduced a monthly free allowance.
Each business phone number gets 1,000 delivered service messages free per calendar month. Once that allowance is exhausted, additional service messages are charged at the applicable service rate.
India WhatsApp Business Prices From October 1
For businesses operating in India, Meta's published rates are based on the message category.
| Message Type | India Rate | Approx. With 18% GST |
|---|---|---|
| Marketing | ₹0.8631/message | ₹1.0185/message |
| Utility | ₹0.115/message | ₹0.1357/message |
| Authentication | ₹0.115/message | ₹0.1357/message |
| Service | ₹0.115/message after free quota | ₹0.1357/message |
These are Meta's messaging charges and are calculated per delivered message. Additional fees from a WhatsApp Business Solution Provider or software platform may apply separately.
Marketing Messages Remain the Most Expensive
Marketing messages include promotional communication such as offers, discounts, sales announcements and other marketing campaigns.
In India, the listed rate is ₹0.8631 per delivered marketing message before GST.
With 18% GST, that works out to approximately ₹1.02 per message.
For example, a campaign delivering 10,000 marketing messages would generate approximately ₹8,631 in Meta messaging charges before GST, or around ₹10,187 including 18% GST, excluding any additional platform or provider charges.
Utility Messages Now Cost ₹0.115
Utility messages are generally transactional communications rather than promotional messages.
Examples include:
- Order confirmations
- Delivery updates
- Appointment reminders
- Transaction-related notifications
- Other customer-requested updates
From October 1, these messages cost ₹0.115 per delivered message before GST, including when they are sent during an open 24-hour customer-service window.
With 18% GST, the effective amount is approximately ₹0.136 per message.
So, 10,000 delivered utility messages would cost approximately ₹1,150 before GST, or around ₹1,357 including GST, before any third-party platform charges.
1,000 Service Replies Are Free Every Month
The most important relief for businesses is the new service-message free tier.
Every business phone number gets 1,000 free service messages per month.
For example, if a school receives customer or parent enquiries through WhatsApp and sends 800 eligible service replies during a month, those 800 messages remain within the free allowance.
If it sends 1,500 eligible service replies, the first 1,000 are free and the remaining 500 are charged at the applicable Indian service rate of ₹0.115 each before GST.
That would mean ₹57.50 before GST, or approximately ₹67.85 including 18% GST, for those additional 500 messages.
The 24-Hour Customer Service Window Still Matters
The 24-hour customer-service window does not disappear.
It remains an important part of WhatsApp's messaging system, but its cost benefit is changing.
Previously, certain utility messages sent during this window were free. From October 1, eligible utility messages are chargeable even when the window is open.
Service replies receive the separate 1,000-message monthly free allowance.
Businesses should therefore review their existing WhatsApp workflows rather than assuming that keeping a conversation within 24 hours will automatically make every message free.
Customers Do Not Have to Pay
One point that could cause confusion is who actually pays.
Customers do not pay Meta for receiving WhatsApp messages from businesses.
Customers can continue messaging businesses through WhatsApp without being charged by Meta for sending those messages.
The pricing change applies to businesses using the WhatsApp Business Platform and affects the cost of business-initiated or business-side messaging according to Meta's categories and rules.
What About Click-to-WhatsApp Ads?
Meta is also maintaining a 72-hour free entry-point window for conversations that begin through Click-to-WhatsApp ads or certain Facebook Page call-to-action entry points.
This means businesses using Meta advertising to bring customers into WhatsApp can still benefit from the existing free messaging window under the applicable conditions.
This could remain useful for businesses that combine Facebook or Instagram advertising with WhatsApp-based sales and customer support.
Businesses Needed a Payment Method
There was also an important deadline before the October 1 change.
Meta warned Solution Providers and businesses using direct integrations that they needed to have a payment method on file by September 30, 2026.
Businesses without a payment method could have their service messages stop being delivered once the new charges became effective.
Therefore, businesses using the WhatsApp Business Platform should check their Meta billing setup immediately if they have not already done so.
What This Means for Indian Businesses
The financial impact will depend heavily on message volume.
For a small business sending a few hundred service replies a month, the new system may have little direct Meta messaging cost because of the 1,000-message free allowance.
For businesses handling thousands or millions of customer conversations, however, the change can become a meaningful operating expense.
Companies should now separate their WhatsApp communication into marketing, utility, authentication and service categories, calculate monthly volumes and include applicable GST and third-party platform fees in their budgets.
Final Thoughts
The WhatsApp Business pricing change taking effect on October 1, 2026 is significant for Indian businesses that depend heavily on the WhatsApp Business Platform.
The biggest changes are straightforward: utility messages inside the 24-hour customer-service window are now chargeable, service messages receive 1,000 free messages per business phone number each month, and additional service messages cost ₹0.115 each before GST.
Marketing messages remain at ₹0.8631 per delivered message, while authentication messages are listed at ₹0.115 per message, before GST.
Businesses should also remember that these are Meta's charges. A WhatsApp API provider, BSP or software platform may add its own subscription or service fees.
For everyday WhatsApp users, there is no new charge to send or receive ordinary WhatsApp messages.
For businesses, however, October 1 marks an important change: WhatsApp customer communication is becoming a more closely managed and measurable messaging cost.
